Pretty much every rapper does this. I can point out moments where even Kendrick says things that doesn't really make sense or mean much if you really think about it, it's just a filler rhyme

Whenever he attempted to do another sound he gets trashed for it lol the sound he attempted on this album was fitting for it to be almost an “anniversary” project from his first tape.

I brought Kendrick up because he's one of the only rappers since that era to be unanimously considered one of the GOATs as a rapper. So if even he does it..
Every line can't be a heavy hitter. Most rappers probably think of something clever to write and build the rest of their verse around that. But you also get rappers like Logic and Travis where the entire verse doesn't have substance and they fr just rhyming to rhyme
