MM and lois have had a working professional relationship since MOS. they obviously got closer in bvs. he SEES how determined she is and how good she is at her job. shes won awards and has the favor of the military so he knows about her record and more importantly he knows HER.
he knows how important the work that she does is. and he must know how painful it is to lose a loved one and you cant even grieve with anyone else because you carry a big secret.
he went there to alleviate lois of the burden of carrying her grief alone. but he doesnt want to reveal himself. so who would she be accepting towards to let them inside her place in order to have a walls down conversation? Kals mother. and seeing as how martha cant even afford to stay in metropolis for a night probably, she cant make that journey herself.
so it makes perfect sense that he of all people would be the one to approach her and nudge her towards going back to work. the world needs ppl like her to uncover injustices
and give a voice to the voiceless.
was it fan service? sure. did it actually connect to past character motivations? 100% yes.
did it make sense narratively? yes.
you can not like the execution or the fan service but it works
