they can and do. Kentucky usually does it a month out
KY doesn’t start counting until all mail votes have been processed on Election Day. Which is why in the primary we saw Charles booker winning on Election Night and then the next week they dropped the final results with Amy barely ahead. The needed all week to finish counting, and there will likely be even more mail ballots for POTUS election
