Ye influenced a lot sonically or on the production scale and his image/sound helped popularize the alternative hip hop and "Blog era" movement in hip hop in the 21st century. Can't take that away from him.
Pac, on the other hand, popularized the vulnerability aspect in hip hop, is looked up to by many street artists, had/has more global fame and impact than Ye, had tons of clones and rappers jocking his whole image and style of rapping(including Nas, Jay, Em, 50, Ja, Wayne, Lil Zane, numerous rappers overseas, etc.), and is seen as more of a poet/lyricist than Ye with lyrics studied in schools and universities(cause Ye's still primarily a producer).
Overall, I'd say Pac but Ye is close. What's funny too is that this isn't even much of a generational thing because a number of newer rappers like Polo G, Durk, NLE Choppa, etc. have also cited Pac as an influence.

2pac. I think a lot of people will say Kanye just because of recency bias and the fact that the level to which 2pac influenced hip hop is so great that it's foundational and taken for granted. What with the thug and gangsta image yet with the dichotomy of also being able to do softer more introspective songs. That's the template most popular hip hop artists have followed nowadays. Considering that he did that in such a short amount of time being famous, hes had a disproportionate influence.
Kanye has definitely had a huge amount of influence, probably in the top 3 impact wise, but I think his recent behaviour will tarnish his image and push the next generation of artists away from him in terms of being influenced by him

I think everyone in this thread can unite to say no to Future lmao. He's definitely quite influential and started the trap wave. Just not on the level of 2pac or even Kanye imo. Futures had a good amount of influence tho

pac's influence is obviously big, dude was the blueprint for guys who are hard and at the same time deep and emotional. but let's not act like he was the first rapper to put hard sht and more thoughtful sht on the same album.
