This is exactly why #1 is very subjective. When NLU came out, chart was at all time strongest with multiple songs over 500 for weeks and weeks.
Any one of those songs could have had a long run in almost any other time frame.

There being upbeat songs doesn't mean they won't be R&B songs. All his R&B songs are flops and not all of them are slow.
