No one is gonna care for all that overused autotune PARTY has going on in the snippets I've heard so far. If the album isn't Drake heavy, it'll flop. If it is, it'll underperform (for Drake's standards because it's R&B).

Most of drake #2s this decade too have actually higher peaks than his #1s funny enough. I’d argue that his #2s are more popular than his #1s this decade. Context is definitely important
exactly, look at this for example. The sixth song on this chart would be a #1 song this week. That's why number 1s by themselves can be misleading.
There being upbeat songs doesn't mean they won't be R&B songs. All his R&B songs are flops and not all of them are slow.
