Your second point doesn’t even make sense. He could only have writing credits on songs with him but still did a huge portion of the writing on them, therefore he did a huge portion of the album’s writing.

“Executive Producing” doesn’t mean much, most artists get “Executive Producer” credits for their albums, even pop albums where the singer literally did nothing but provide vocals.
The second point means exactly what I said. He ONLY has writing credits on the songs that he has vocals on. If he was writing some of Drake’s verses throughout the entire album, wouldn’t there be at least one solo Drake song that Party had a writing credit on? It’s safe to assume that he was mostly only writing his own vocal parts
