While sales might not be a direct reflection of quality, it is definitely a direct reflection of interest and you could relate sustained interest in something to a perceived quality of that thing, at the very least, in the people consuming it, even if you're not one of them.
Do I think Morgan Wallen is the best country singer out right now? Hell no. But he makes pretty decent country music and most importantly, there's a lot of sustained interest in his music because he'll have at least 3 Diamond albums by the end of the decade. Those are facts, regardless of how you feel about him or his music.
