    Her position is "the law is the law" and unless Congress passes legislation to change it...the law will be enforced even if it's bad law. Read her PBS interview and given that she was a part of the Obama administration, she wasn't going to assert that executive orders could change the policy. That would obviously shade her boss. Instead she deflects to Congress for inaction on immigration reform and highlights efforts to enforcing bad law with more care and responsibility.
