Well my answer would be that it's just more consistent and concise than her others because of the story behind its production.
But it's tied with Pop 2 for my fave from her. (Crash and Charli are close behind tho).

I really feel like she doesn't have a "best" album. She def has albums that are definitely more consistent where almost every song ranges from good to amazing, or there are only a couple (if any) songs that are clearly subpar compared to the rest (Pop2, HIFN, Crash).
Then you have her self-titled album that to me is just overlong and a handful of songs could've def been cut. But even then the number of good to amazing songs on that album are so strong that it's one of the rare instances where an album's good song really do carry it despite having more filler/subpar songs that I typically skip or dont listen to.
Number 1 Angel has 10 songs and 5 of those are ones i love and replay all the time, while the other 5 are only meh to decent (and I never really listen to them). But altogether the album is definitely below the 4 named above for me.
The only albums of hers that i really think aren't worth revisiting much are her pre-Vroom EP ones, particularly True Romance. Sucker actually has spme great singles but the bulk of it just isnt nearly as interesting or crafted as well as her work from 2016 and after.
But yes i def still think Pop 2 is a for sure candidate for her "best" alongside HIFN for me. And that's despite the fact that it has 3 songs in a row that have some truly awful features that make me skip them more often than not (I Got It, Femmebot, and Delicious). Which is also really annoying because i think Femmebot and Delicious could easily be among my most played Charli songs if they didnt have those features
And like i said earlier ITT, Unlock It is an example of a Charli song with a bad feature but the rest is so good that i cant help but play it constantly
