Adjust the budget to allow for social workers to help in non-violent situations where someone doesn't explicitly need an officer but a peacemaker, stop giving the police old military weapons and equipment, remove the immunity that police officers have from crimes they commit (getting a pat on the back for abuse of position doesn't stop anyone), require body cameras on all police officers, make police complaint reports public (like NYC/NY (one of those)) just did, and stop allowing cops to just transfer to other departments once they do some wild f***shit and get away with it

2/ Why would you need to give the policemen better equipment because you stopped giving them military equipment? They're not a military force, they shouldn't be getting hand down military equipment in the first place, They're supposed to support and serve citizens, not a warzone

Also, if you increase police wage you attract much more competent people, that are much more suited and motivated for the job. it also disincentivizes fraud.
