Oh I been through something extremely similar to this OP. You really just have to start being aggressive with the the Steam Contact Support s***. They love to bullshit you when it comes to that 2FA s***. Good on Steam though because that means they really got you secure, it's just a pain in the ass when things mess up on your end and you gotta jump through hoops just to prove who you are.

Spam em with emails and other contact info you had attached to your account to make them get on with it. Nothing else you can really do but that.

2FA gets rolled out so poorly, they need to make something more universal
