iirc this was just an issue of what if or a variant cover synergistically releasing? they were bringing back what if around this time. canonically speaking tony stark was never doctor doom. although doom was iron man for a brief period in 2016

burymeineckoThere is no time to establish Dr Doom as a villain for people to care about when you're only a few years away from the Avengers film. Kang was done cause you already ruined him in Ant man and the actor is out. They could've recasted him but I think they realized he wouldn't have the same effect as Thanos. Making him a Tony Stark variant adds to the Multiverse element and gives the audience an emotional attachment to the villain. When I heard this rumor a couple weeks back, I knew it was their best course of action since they're strapped on time

The "new face takes time to develop" thing falls apart when you realize a lot of actors in the MCU weren't that big pre MCU fame.
The general public did not see Chris Hemsworth as a big name like that prior to the MCU he was one of those "if you know you know" type guys
Chris Evans filmography outside of Cap America ain't super big either

Which is probably why they were scared at going with an unknown/upcoming actor for Doom so they went for the Tony Variant idea
