There is no time to establish Dr Doom as a villain for people to care about when you're only a few years away from the Avengers film. Kang was done cause you already ruined him in Ant man and the actor is out. They could've recasted him but I think they realized he wouldn't have the same effect as Thanos. Making him a Tony Stark variant adds to the Multiverse element and gives the audience an emotional attachment to the villain. When I heard this rumor a couple weeks back, I knew it was their best course of action since they're strapped on time
