I’ve actually done this in the gym, single arm barbell press, if you do it with good form (light weights and keep core strong without bending back) it’s super effective!

Assuming that’s an Olympic bar 20kg, (although it does look think for an Olympic bar) and the plates are at least 10kg, that’s 40kg and his arms look like noodles, my guess is that they’re fake a guy his size wouldn’t do that with a 40kg dumbbell let alone a barbell
