Yes, historically it has been used as a racist troupe similarly to calling black people monkey’s.
However, some people do have feminine or masculine features. So I think context is everything - subconsciously we all rank people based on their looks. Me not finding a female attractive or pointing out those features because she has more masculine features shouldn’t be offensive unless it’s delivered in the context of taking a person down or generalizing all black women to look like X.
