That's because a lot of black people haven't even recovered from the Jim Crow era where they added so many hurdles for black people to have financial stability that it was virtually impossible for them to have it. Now you have generationally poor black people, they're way easier to oppress with the rest of the poor people. Because now it doesn't have to be about race (which would immediately be shunned), it can just be:

'Oh, you just gotta pull yourself up from your bootstraps'

'You feel good about getting food stamps? You should be making more money instead!'

'we all have the same opportunities, just depends on how you handle them'

The community may need some self reflection, but the real issue is the greater powers that unfortunately control our lives. And that's not even mentioning the racist people in an overwhelming position of power all over society.
