What decides the starting price? Like what would CLB bids start at

So everyone submits bids at whatever price they want based on how many streams they think its gonna get. Lets assume there is 100 shares and 1000 bids when the album is released. The top 100 bids with the highest price will get completed and the rest of the bids will get cancelled. Once this happens, users can buy and sell shares with each other at whatever price they want!
