Team budget. Mercedes, Ferrari, Red Bull will have bigger budgets due to their brand name as car manufacturers worldwide. Next year the regulations change where they cap the budget teams can spend to create more closeness in the field. But some of the bigger teams can get a jump on that by throwing more money in to developing their car now if they already have a strong car from last year. e.g Mercedes

a global brand and car manufacturer like Mercedes have way more financial backing like the lower teams like Haas. Therefore they have better engineers, more people working at the factory and bigger and better management.

in 2021 there will be regulation changes and a general cost cap will be introduced so the smaller teams can get near the bigger teams spending wise

There is a clear difference in the quality of drivers. One big way to see this is during rainy race days/qualifying. This levels out the playing field because it comes down to sheer talent to navigate a car during the wet. Drivers like Hamilton and Verstappen are in that regard the best drivers on the grid, and in the dry they have been able to show they have the raw speed, mature patience, and calculated race craft (looking after tyres, temperatures, etc). Only thing missing from verstappens armour is the consistency.

Putting hamilton in a williams will not mean that car will miraculously starting winning world championships. He would be able to extract more out the car than any other driver on the grid, but there is only so much you can do if you do not have a good car beneath you. The best drivers get the best cars, as in any other sport you get the best team. You earn that by showing you are a complete driver, which Hamilton has. In fact, he is a generational talent.
