Between the tires blowing up last week, to this week Max being able to go 3 times as many laps without blistering on the same tires as Lewis and Valterri, to Ricciardo having his mediums react completely differently in both stints

It's blatant bullshit, since its a combination of multiple factors where the circruit is one of them. Journalist Mark Hughes of Motor Sport worded it pretty well after the grand prix of last week:
"Silverstone places enormous demands on the tyres of a modern F1 car, the left-front in particular. Long-duration, high-speed corners, several of them literally flat-out in these cars with downforce levels that smother even the 1,000 horsepower hybrids, make it the highest-energy track of all for the tyres.

The Mercedes has the most downforce of all, the Red Bull has plenty of it (albeit in a narrow range of conditions that make it still tricky), the McLaren certainly has more than the Renault. So it probably makes sense that these were the cars that found the problem first."
And Lewis his commentary during the race of today was even more hilarious saying "He must have less pressure in his tyres or something".

What's hilarious about Lewis saying they might have less pressure? We don't know what PSI the Mercs were running at, they may have been running higher pressure after their blowouts last week.

Lewis explained that Merc's tires were at a much higher pressure, he said they were basically balloons. So he was saying RB's tire pressure was lower than Merc's. He wasn't saying that RB was cheating.

He said in comparison to Mercedes, Red Bull had lower tire pressure. He wasn't taking shots at Red Bull.
