Yes but it's relative to the experience and connections he's made. He's of course more of an extreme example but someone like Terry Gilliam, Guillermo del Toro and even Orson Wells had trouble getting funding.
The point is, you could be a black muslim director with asian parents and if Hollywood can sense they can make money back they're willing to fund you. Now, Mikey isn't a nobody, he has a lot more connections than the average guy directing his first movie so for him to not get funding is certainly because of the genre and less about how dark his skin is.
