In chapter 908 we see that Imu tore up pictures of Luffy, Blackbeard and Shirahoshi but kept Vivi's and then the elders ask Imu to simply state the name of the "light they want erased from history".

Vivi's assassination was probably planned to happen at the Reverie but Sabo was able to save her and the attack ended up killing Cobra instead. Then the Gorosei blamed Sabo for assassinating a beloved king hoping it would hurt the revolutionary army's image and cause but for some reason it didn't. Maybe the revolution is already in full force in some places so this isn't enough to stop it or the revolutionary army has proof (Vivi's word) that Sabo didn't kill Cobra.
