Why waste your time getting the LF from a teenage Boa Hancock when you have Kaido getting locked up for sport as well as Gol D. Roger?
the world govt/Vegapunk seemed to only care about the lineage factor/DNA of devil fruit users to strengthen their clone army so an ailing DF-less Roger might not have been as useful. it also wouldnt matter if Boa ended up strong or not since the DF is what they were after and the clones can be controlled (to an extent) later to use the abilities to their fullest. Kaido's LF data might have been used up to make the failed DF Momo ended up eating before the project was abandoned so that why we havent seen a Kaido seraphim
