oda doesn't write them iirc, he just approves them. personally i think people are blowing it out of proportion. it's entirely possible that those dates just ended up lining up with franky and it wasn't intentional

he supervises them and they're canon info unless oda says otherwise or it says some obviously wrong info. like when it said pluton was in alabasta lmao. given the info oda puts in himself or allows i wouldn't consider it a mere coincidence

"supervises" is a pretty loose term. oda also "supervises" movies, games, light novels, anime, live action, stage plays, spin offs, etc and all those things are of varying quality. they're just extra character info written by an outside company that likely isn't being gone over with a fine tooth comb to see how it relates to the rest of the world, considering that the vast majority of the time the info isn't really consequential. which is why i lean towards coincidence

maybe there's been some huge lore dropped in the vivre cards before and i'm not aware of it but based on what i know about the vivre cards right now it just doesn't seem like something worth treating as big news about one of the main characters

fixing the pacing and updating the animation. its also a very safe bet to be successful.

However probably the biggest reason is to draw in new fans unfamiliar with OP. They saw with the live action adaptation a huge increase in new fans because 1000+ chapters and episodes scare alot of potential viewers away. OP manga sales have been going down too a bit (Altho they are obviously still very strong) so this all makes sense.
