If he owned the whole publishing the figure would probably be three times that. He'll own more of the early albums though. Being a sole writer on most of their stuff is probably how some of those old artists were getting into the 400m range
U should only sells these as a legacy act where the value of the catalog is only likely to diminish overall with more time.
Ye is an active artist with likely new material coming out in the future. The positive perception of his brand is also volatile. There's no reason his catalog is potentially not more valuable in the future. He shouldn't sell
