The problem with this is that, OVO was officially founded in 2012, He didn't sign party (or anyone new for that matter) until 2013. It was all only in-house producers. So really your point here falls short.
If you follow the people that were signed you see that Drake would collaborate with these acts and then sign them. Makonnen being a great example of this, only he's also not on the label anymore. It seems from the outside that a lot of the people signed were offered a record deal because of their collaborations with drake prior to them being signed.
It's weird because I feel like baka was only signed to ovo sound specifically to drop live up to my name which was written by drake, also advertised thru ovo sound radio. It's a nice way to give a friend of yours a constant revenue stream without having to hand them money every week.

Well OVO artists are also all pretty much from Toronto and drake connects with dope creators from Toronto early so that’s just natural
Drake works with plenty people early. When you listen to a OVO40 interview it makes sense ovo what it is.
