In the grand scheme of things yeah every army probably has at least one neo-nazi, but few of them have Neo-Nazi paramilitary organizations incorporated in their army. There's clearly a difference between let's say a US Army where some soldiers have confederate tattoos and a US Army with a KKK division.

Russia, at minimum, relinquished the entirety of Central Asia, Eastern Europe, Alaska and the Caucasus when comparing the pre Soviet and post Soviet borders. Not even counting ethnically Russian land which comprises nearly 15-18% of Russian land
