i dont think they were actively working on that game for 21 years imma be honest, they've likely scrapped multiple ideas and projects and started from scratch in that time

this version of it existed from 2019 at the earliest. 2021 at the latest

Half Life Alyx was also formally announced on November 18th 2019 at 6pm EST ahead of its trailer/release date announcement a few days later.
