De-escalation. If you're a CM (Chief Minister) of a state, you're supposed to treat every citizen equally. You are not supposed to escalate the situation. If some bad elements of a group kill 60 of another, you don't aid the other group to kill 2500 of the other one, you are supposed to de-escalate and bring peace.
