nah that would become very oppressive but with neurology becoming very important to access peoples mental states i think we should see what people are susceptible to before having children
There are countless ways this system could be used for sinister purposes. With society and human nature being what it is, there is far more potential bad than good that could come from it.
I'm simply trying to promote discourse. I'm not saying one side is inherently right.
I will say, however, that there are a bunch of people running around unfit to be parents, whether they are convicted felons, severe mental health issues, chronically unemployed. Not sure if it would be fair to kids to grow up in that environment. Additionally, I think having a parent license would strive for people to do better in their lives to obtain one which would benefit society as a whole.
On the flipside, it certainly is an invasion of free will and liberty. I agree with @Noir in that this system could be abused.

How bout you fix those issues that make a broken home or unfit parents instead of trying to sidestep that actually issues that need fixing
