The only Democrat in that whole state's government. Second most red state. He barely won re-election in 2018. Capito just won the other WV Senate seat with 70%. Its literally either Manchin or McConnell as majority leader.
And if we actually look at his record he has never voted against party in a key vote. Voted against repealing ACA, voted against Republican tax plan, and, as @BA pointed out, the vote against defunding Planned Parenthood. Yeah he has sided with Republicans but only when its already a guarantee they're gonna win. Just as Collins gets to do and Murkowski.
Vocally he speaks out yeah, its the smart thing to do, but when it matters he always rallies. Before reelection in '18 he voted some 60% with Republicans, down to about 30% since. He's acutely aware of what it takes to win that state. And there is absolutely no chance of any Democrat besides him winning that seat.

The people in WV don't understand that progressive policies are in their interest and some, no matter how well it is explained, will never be able to overlook partisanship and get behind those policies. We can hardly blame Manchin for anti-intellectualism. Nor is the solution to force Manchin into taking up unfavorable kamikaze positions in votes and then inevitably losing the only ground we're ever likely to hold in WV, only to see those policies undone when things flip.
I wouldn't fall into the trap of arguing policies rest in his hands. He panders to the crowd, plays up the media, but when push comes to shove and he's needed, he has always come through. Yeah he's not a great guy but he's the best we're gonna get. I am interested to see what he does these next couple years. He's expressed doubts over running again, and even if he did he would quite likely lose, so I wouldn't be surprised if he does away somewhat with his more middle ground stance.
It's also not like there is a decisive majority in the senate. It's 50/50 after all. And Manchin isn't the only one in a tough situation electorally. Sinema and Kelly both have to thread a fine line and to not do that is a guaranteed loss in Arizona. Tester has a similar issue in Montana. All these will sometimes likely have to feign distaste towards certain policies but lets see what happens in the actual votes.
There's other senators who deserve far more flack and who will be interesting to keep an eye on. Maine is a blue state after all so I hope there'll be a lot more pressure piled on Collins to vote far more with Dems than she did the past few years. The same goes for Pat Toomey now with PA flipped. Ron Johnson has a s*** record of voting with Dems despite Wisconsin being a swing state. Now he's the only R in that state lets see how he fares. This is where pressure should be being put. And these are the f***ers that need to get ousted and are truly harming interests going forward, not people like Manchin who are holding key ground the only way they possibly can.
