You need a huge amount to even make a dent, so in cities where the market rate is so ridiculous idk if you can even make a difference. Social housing seems like a much better bet than any market solution.

Setting aside the novel concept of dog behavior as an a***og for forms of government and societal behavior, let's be clear. Communism means that government owns the method of production and is supposed to ensure equal distribution of resources.
Since no dog government owns land or Purina (name your dog food here), the answer is clearly 'no'. Dogs can not be communists.
Can dogs be Socialists? That's pretty much a hard yes. Socialism does not control method of production but agrees that wealth redistribution (taxation or otherwise) for the overall good of the community should be the norm.
Paying taxes, tithing to a church, donating goods or services to charity are all forms of socialism. Sharing food, toys, play space, caring for the injured....dogs do all of these things. Not all dogs. But some.
So yes, dogs can be socialists by themselves. No dogs can not be communists by themselves.
