Let's go with stereotypical extreme and doctor and a cleaner. Everyone will say a doctor is more 'skilled' but they also hold doctors to a much much higher standard. If you want a cleaner to clean to reduce risk on infection, contaminants, fungus, mold, allergens. Well this is a different ball game. What people are paid and how skilled they deemed is a reflection of two main points, how much profit they can generate and feeding into that, what society cares about. If we lived in a highly germaphobic society who knows, cleaners might be 'highly skilled' workers.
