you understand that it's not a machine that certifies all the albums and songs? all songs and albums get their cerifications at different times.
if an album has singles that perform amazing just like 1989, scorpion and even after hours, they could get certified on the day of release.
After hours has sold more than 1 million units already. do you see it certified? NO
