So I just read that Nintendo has approached Disney numerous times to add Sora to smash Bros(Not just Ultimate). Each time they were rejected. So it actually is Disney who's keeping Sora from being put in the game.

Great concept as a fighter but he’s a super generic happy go lucky, little to nothing else interesting kinda anime boy.
and Kingdom Hearts representation wouldn’t feel right without Disney being included and then that would just kinda break the theme of Smash Ultimate only being about video game characters.
