With regards to 2016, Obama was/is way less hated than Hillary and Trump. If Obama was able to run in 2016, I feel that he would kept States such as Ohio, Wisconsin, and Michigan blue. All those states helped Trump win 2016.

Not necessarily a matter of whether or not a government has time to implement policies, more to do with the people's will being undermined by arbitrarily making a candidate for the head of state no longer an option. If a leader is good in that position and the people like their work, why force the change?
