not sure, the general outline was office/sit-down food/clubs/gyms/stadiums offline sort of lockdown, im not sure where retail fits though. it's just their contingency/future-planning/modelling - they haven't necessarily been told that's where it will end up, just that they think it can or will
i mean Sydney is going to be bubbling along with 100 odd cases for months, contact tracing is irrelevant at this stage - cases are still going up as are # infectious in the community lol
only way out is to vax up or hit 0; the first going to take months, the latter very unlikely (imo not going) to happen
obviously i hope im wrong but reading between the lines it's pretty clear where this is all headed

The point of a lockdown is to excuse the failings of contact tracing
Victoria ballooned up to 700+ cases a month from now last year and by November we were out of lockdown completely effectively
Over summer diseases in general spread less, if the response isn't adequate I can see the virus returning next year but this just sounds like fear mongering

700+ cases with base covid is obviously different and tbh irrelevant compared to 150+ cases of delta, as literally the rest of the world has found out
