The more i think about it, i don't actually think this is doing TLH. Gilda's been around since the 1940's and Christopher Dent wasn't in TLH. Every Holiday killer victim has already been killed by Riddler, Oz and Sofia too because Reeves/LeFranc heavily adapted TLH and Dark Victory

The rumors (if true) claim ScarJo is a love interest that may be villainous, but also that she's Gilda. Then there's Reeves reiterating at Emmys this isn't a film series that will pivot from Bruce to focus on villains and that the story dives into Bruce's personal past + Gotham corruption. They're making Christopher Dent and Gilda out to be more important than Harvey here, which is rare.

Maybe Harvey is the subject of the investigation. Who was he (Bruce's friend?)... Why did something happen to him? What role did his abusive father play? Maybe ScarJo is still a femme fatal that seduces Bruce as Batman is working the case to help her out. Could lead to Harvey's reveal or some pivot of his character These are all classic noir tropes. Whatever it is has to be something that covers these characters, but doesn't stray away from Bruce/Batman.
