This was easily the most dominant stretch in golf history and probably will be forever (although who knows, another phenom could come along). Then he went 11 years with none - due to injuries, personal issues, and also to be fair, some years where he just couldn't get it done. He finally won his 15th in 2019.
Jack had a steady flow of major wins over 25 years from 1962-1986. His longest drought was 5 years before his last one in 86.
What you said is accurate and I will add that the field of professional golf is much stronger and more international/diverse in Tiger's era, so that also feeds into the argument for him as GOAT IMO. Some people would argue the opposite, that while the field is bigger now, Jack played against a stronger group of top-end players and in his days guys were literally playing for their livelihoods - not like today where pro golfers are rich and not living and dying by their performances.
So it's a debate, and I never watched Jack play so I am obviously subjective.

this is maybe the best one for tiger highlights.
another point in tiger's favor is he really really changed the game in terms of popularity. the way crowds react to him and feed off his energy and enthusiasm (which you can see in these highlights). I mean literally ratings skyrocket when he's playing and sink when he's not. he captivated the audience in a way that maybe only michael jordan would be comparable.
idk if jack similarly popularized the game but I doubt it was to the extent of tiger.
