They didn’t shut them down. They shut down using Egyptian / Argentinian credit cards for those not in country. But you can still generate keys by buying gift copies. And you can activate those keys still with a vpn

This new xbox would have none of those and would be stuck in an awkward limbo where it inherits the worst of each option. The one thing it could have going for it is if its a relatively affordable alternative to a gaming pc
