He was but he was also a massive wild card. He either loved Tony or hated his guts. I think he would've gone off the rails eventually and flip or straight up kill Tony.

He was a f*** up. Never respected the ranks of anybody other than Tony. Remember when he ran down on Patsy at the construction site? Didn't even care that Silvio gave direct orders to Patsy.
The day when the indictments came down he shot homeboy in the pizzeria. Because he felt disrespected
Also roped Jackie into the mob s*** on more than one occasion. The robbery of the benefit concert was his idea. He was jealous of Jackie and Jackie was jealous of Chris.
Left Matthew and Sean to run the stock company after Tony told him to stay at the job. They f***ed it up under his watch.
Or when he got himself robbed trying to score dope?
Or when he tried to get that cigarette thing going in North Carolina only for the feds to be all over it and having Tony clean it up?
Or when he killed the waiter the night he didn't want to pay for dinner.
