I agree in theory, in the sense that we need more housing and the government should be encouraging all the building they can. however, all of the newer/faster growing cities in America are not designed in the denser, utopian model you're calling for. The newer the city, the less dense it will be made. Futuristic version of NY/Chicago sound cool, but if you give developers loads of money to build new cities, they'll look like Austin and be entirely based upon car travel. Subways and trains are built to address urban concerns, not as a precursor to urbanization.
