What I've learned from reading is the older generation like the companionship of hearing someone in their homes, so they will tune into stations with both music and a presenter speaking, rather than a purely news-based station which would make them too anxious.
For the younger generations, it's background noise and something to talk about during video conferencing, if they work from home. It almost serves as a faux office radio.
In the UK, stations like BBC Radio 1, Radio 2, 6 Music, 1Xtra are uniting to create a community. People call in a lot because there's really no other way to connect with people at such a scale outside of social media. We had a "Great British Singalong" and the viewership for that was higher than any previous years', respectively.
There are many more factors, but from what I've read, that's the two thoughts.

I'd say that in America the generation under 40 are constantly streaming their own personal curated playlist. We don't need or want a relationship with the radio. If we want something conversational, but less abrasive than the news we go to our favorite podcasts.

Those (streaming personal curated playlist; podcasts) are quite solitary activities though. Of course you can find community within anything and everything but radio viewership gives you a real-time community, especially regionally, if that makes sense. Some people like the routine.
