The report in OP says she was treated for lacerations confirmed by that doctor to have come from glass.
Did they wrongly confirm something as police were present, and then come to the bullet fragment conclusion once they left?

No it's not IMO
Because she wasn't "shot" IMO she was shot at.
If you tell the doctor you got these lacerations from stepping on glass, and you didn't get shot, there's no real reason to think otherwise
There are 4k tendons in the human foot. 206 bones. There's no way she was actually shot. Doesn't mean she wasn't shot at though, which is how the bullet fragments ended up in her foot.
Think it's pretty clear that she was at least shot at. The motive, reasoning, who pulled the trigger, etc. is the issue.
