The quality of music is subjective but T Pain did more than just make good or bad music but I'm talking about influence. You hear more T Pain clones than Usher even to this day. That's a level of impact and legacy that even some great musicians never have.

People use auto tune but they’re using it more like Wayne old Drake or even Future more so than they do T Pain IMO.
T Pain’s style is more reminiscent of early 2000s R&B, these new niggas take more from the 2010s IMO.
Plus there’s not really any Usher clones cuz he himself was just doing what MJ was doing except in a 2000s r&b / pop style.
