Yes, the president has the power to pardon anyone as far as I know. Usually on their last day in office they pardon a lot of people, not serial killers or anything like that though.
Obama pardoned a lot of people jailed for selling d**** and s*** before it became decriminalized iirc.

What do you mean they’re locked up for a reason? The reason is doing a crime that today wouldn’t land you any jail time.
And no president is going to pardon some huge figure like El Chapo. As far as I know they can’t stop the president from pardoning anyone in the US prison system but no president would do that.

What do you mean they’re locked up for a reason? The reason is doing a crime that today wouldn’t land you any jail time.
And no president is going to pardon some huge figure like El Chapo. As far as I know they can’t stop the president from pardoning anyone in the US prison system but no president would do that.

Illegal firearm possession would still land you jail time today if you've been convicted of a felony before
