because technique is what you learn what is supposed to be good. There are many highly technically gifted singers but in a bland and interchangeable style. It's similar to all these hair metal bands and these super fast guitar arpeggio solos in the 80s. Finding a unique and refined artistic expression is far more valuable imo.
EDIT: Or better, what is supposed to be technical is a reproductron of what is supposed to be good. The refinements in Dylan's vocals are still some sort of technical virtuosity.
