Nope, It was a pragmatic response to a country that was never going to surrender unless it was on their terms, a Country that for multiple times refused to surrender when it was obvious the Axis was going to lose.
Whether you like it or not Japan was determined to fight to the last man and when it gets to that point 120-200K sounds alot better than Millions.
Embargo wouldn't have worked because Japan was driven not to lose. They would've risked Famine over Surrendering risking tens of millions.

I guess it was to my understanding that it was Japanese citizens who were ready for their government/military to call it quits after that first bomb. From what I've watched from Hiroshima documentaries at least. S***, many Japanese citizens were done with it when news of Mussolini's death broke.

If you read up on Japan's military mentality during that era theres untouched conversations on what they were about acheive since souch focus were on the nazis
