Imho, Timbo was always the better producer but Pharrell has a bigger cult of personality that makes him more endearing to casuals and younger fans.

That said, Pharrell is still a GOAT and he was the best producer on It's Almost Dry. He's still got it. It's just not like his prime with Chad or his 2010's run.
