If you look, the dark area of his neck shifts to mirror where his collar is, it's not a static skin marking, there's a bright studio light on his left side that's casting shadows
The reason the un-lit areas of his skin look so dark is that the camera seems to have its aperture closed up quite a bit, this is done often in interviews as the more you close up an aperture, the less light comes in, BUT the more stuff is in focus, a wide open aperture causes the blurry backgrounds you see in movies
So for live TV interviews, where you can't guarantee where a person will move, and don't want to have someone working as a focus puller all the time and risk a blurry image, the thing to do is to massively overlight with bright lights so that it'd show up as blinding white on a normal aperture level, close the aperture up until it looks normal, and then the subject can move about wherever and still remain fully in-focus, the side effect being that un-lit areas, such as Biden's neck and wrists, due to being obstructed by his collar and sleeves, show up way darker as the aperture has been closed up beyond normal light levels, if not for the bright studio lights, all of Biden would look that dark at an aperture like that
