also, with an "unlimited" budget I'd say get water cooling, but it seems like u don't know to much about computers based off ur picked parts(no offence)

Water cooling is overrated and causes more issues and work. Never worth unless youre doing super heavy duty task

watercooling a gpu could be worth it imo if it's a 200+ watt gpu in a small case
but I don't really see the point in water cooling a modern 7nm cpu
even the 3950x under full load only uses 105 watts, the days of watercooling for a major sound or performance benefit is coming to an end for cpus
